Federal programs: the SBA
The U.S. Small Business Administration's Tennessee District Office page is the official source for SBA loan programs and local SBA contacts. When we checked, it listed an office reachable at 901-494-6906 serving Carroll, Crockett, Dyer, Fayette, Hardeman, Haywood, Lauderdale, Madison, Shelby and Tipton counties. SBA loans are made by participating lenders; the SBA page explains how to find one.
State records and registration

- Tennessee Department of Revenue. State business tax and sales tax accounts.
Local licensing and economic development
- City of Jackson, TN Revenue Department. The Permits & Licenses page explains city and county business license requirements; our license guide summarizes what it said on 2026-10-15.
- Economic development. The City of Jackson, TN's economic development page links to the Jackson Chamber's website, including an economic development section. We could not load the chamber's site when we checked, so we do not describe its programs.
Getting the most from a first advising meeting
Free advising is most useful when you arrive with something to look at. Before a first meeting with the SBDC or anyone else, put together:
- A one-paragraph description of the business and what it sells
- The last several months of business bank statements and, if you have them, last year's tax return
- A list of current debts and advances, with balances and payments
- What you want the money for, with any quotes or budgets
- Two or three specific questions, such as whether the business can carry a new payment or which records are missing
Ask the adviser to be blunt about whether the business is ready to borrow. Hearing that a few months of steadier deposits would help is more useful before an application than after a decline.
How the routes compare
| Route | What you get | Good first step when |
|---|---|---|
| Tennessee SBDC | Advising on plans, finances and funding readiness | You are not sure the business is ready to borrow |
| SBA district office | Information on SBA programs and participating lenders | An SBA-backed loan may suit the project |
| State and city offices | Registration, licensing and tax accounts | Records need setting up or bringing current |
| Keelpark Capital Group | Help choosing a funding type and introductions to lending partners | Records are in order and you want to compare private options |
Grants: we do not offer grants and do not track grant programs. Ask the SBDC about any that may apply to your business.
